Retinol: New Regulations in Europe, Allowed Concentrations, and Alternatives

Retinol is one of the most recognized active ingredients in anti-aging skincare for its results in reducing wrinkles and dark spots, and improving skin texture. However, the European Union has established regulations that will limit its concentrations in cosmetic products starting in 2025.

Why is retinol being limited in Europe?

The Scientific Committee on Consumer Safety (SCCS) concluded that high concentrations of retinol may pose health risks, since vitamin A tends to accumulate in the body. New maximum permitted concentrations

• Maximum 0,3% in leave-on facial products (serums, creams, eye contours).
• Maximum 0,05% in general-use body products (lotions, body creams).

This means that cosmetics with 0,5% or 1% retinol will no longer be available as over-the-counter products.

When does the regulation take effect?

• May 1, 2025: products that exceed the new limits will no longer be placed on the market.
• November 1, 2027: they must be permanently removed from stores.
